Can an unskilled mining worker, who has been performing the same type of job (which requires no skill) for years under the supervision of seniors, be categorized as semi-skilled or skilled?

Yes, the employee is to be upgraded to a semi-skilled position as the employee, after doing the same job for years, acquires a skill to do that job in less time and in a better manner. Furthermore, he also has to be given career progression.
