It happens only in red or orange category applicants involved in hazardous activity, or willful defaulters who have not maintained the PCB registration norms as prescribed. Unless the whole matter is available for study, one cannot pass any comment on PCB matters.

It is important that you submit the Bank Guarantee in the format as specified by MPCB within the timeframe as mentioned in the MPCB Consent to Establish and MPCB Consent to Operate.
You need to ensure that you are fulfilling all the conditions of MPCB Consent at all times. If you violate any condition as mentioned in your consent, the Regional Officer or the concerned MPCB Field Officer has the right to revoke the Bank Guarantee as a penalty.
The BG is basically to ensure that Industries/Units falling under the purview of Air, Water, Hazardous Waste Management, Battery Acts, etc., are complying with the conditions as stipulated in the Consent.
