Can somebody share the supplier development process/manual from any of the car manufacturing companies in India or abroad? It may be available with OEM or Tier 1 suppliers as well.

You need to prepare a Strategic Procurement Plan (SPP). Generally, an SPP lasts for 3-5 years. Part of the SPP is the Vendor Development Plan (VDP), which lasts for 2-3 years.
You have asked for VDPs of auto manufacturing companies. Automobile companies have hundreds of vendors as assembling cars is a complex activity. The VDP of an automobile company is too big to be converted into a process or manual.
Have you taken training on Strategic Procurement? If not, first you need to do that. I would not recommend you take training directly on Vendor Management or Vendor Development without Strategic Procurement. I conduct training on Strategic Procurement.
