Dear Seniors,
I am Anand, working in a Manufacturing Organization in Delhi. We have obtained ESIC numbers from both Delhi and Noida. Some of our staff who were working in the Delhi office have been relocated to the Noida office.
Do we need to fill out new forms for those employees who have shifted to Noida, or can the old forms that were already submitted in Delhi be transferred to the Noida office? What is the procedure for transferring ESIC from Delhi to Noida and what documents are required?
I would appreciate your guidance on this matter. Thank you for your kind cooperation.
Thanks,
Anand

1. Sir, as far as I understand, you are required to obtain new insurance numbers from the concerned branch office of ESIC situated in Noida.
2. You can get the records transferred from the Delhi Office of ESIC to the Noida Office, which may take suitable action regarding the allotment of new insurance numbers to your old employees employed in Delhi. However, it would be even better if you discuss the issue with the Branch Office Manager of ESIC, Noida Office since it is a procedural matter.

In the current scenario, there is no need to transfer the employees. ESIC applies to the company as a whole. The workers are entitled to all benefits anywhere in the country where ESIC facilities are available. You need to make sure that each worker has a family photo smart card. Then it does not matter where the records are and where it's being handled. You will, however, need to have immaculate records of the statutory payments and wages. So in the wage register in Noida, you must clearly mention which place the ESIC is being paid, so that a proper total can be taken for reconciliation during inspection.

Thank you very much, Mr. Saswata Banerjee. I would like to clarify one point: the company has an ESIC number in both Delhi and Noida. Therefore, there should be no issue if I pay ESIC for an employee who has shifted to Noida in Delhi. In the wage register in Noida, we will indicate that ESIC is being paid in Delhi.
Regarding the Delhi wage register, do we need to mention it in both Delhi and Noida?

1. Sir, thank you. The issue raised by you is of a procedural nature. One aspect is clear: if some of your employees are living or residing in Noida with their families, they have to register themselves in Noida to access local medical facilities. Otherwise, they would have to go to Delhi. I have already suggested that you consult the appropriate Branch Office Manager of ESIC, Noida to determine the correct procedure so that your employees may not face difficulties in accessing medical benefits when needed.
2. Insured Persons are usually assigned to a specific ESI dispensary and ESIS Hospital. To receive medical services from another dispensary or hospital, it seems that form 105, etc., need to be completed by the employer. In times of urgent medical needs, employees often struggle to access such facilities, feeling harassed, and may express that ESIS is not beneficial.

Karnanand,
Since ESIC is now at the central level, it would not matter where your wage register is. However, in case of an inspection at either place, it is important that the inspector can reconcile the amount due with the amount paid. So, at both places, you need to identify how many employees are covered under ESIC under each subcode. One way is to put the subcode in the wage register (or in the other records from which you generate the ESIC statement). That way, you can quickly sort and make a sub-statement to show the inspector.
