Hi Swapnil,
The Industrial Employment Standing Order Act 1946 applies uniformly throughout India and Rules of States are also framed with particular reference to the said Act. So far as the provisons of the Industrial Relations Act is concerned that has a specific importance with reference to the employer-employee relations in a work place. So, you will have to frame the Standing Orders for certification from the certifying authority by taking due care of the provisions of both the Acts, (1) The Industrial Employment Standing Order Act 1946 and (2) the Bombay Industrial Relations Act, 1946, and also the Rules contained in the Maharashtra industrial employment standing order rules 1959.
