You can keep the unpaid wages / fines for 3 years. Then you should deposit in labour welfare fund if it is not claimed by the person.

    in Haryana now you can keep unpaid accumulations for only 2 year

    Understanding Unpaid Accumulations Under the TN Labour Welfare Fund Act, 1972

    As per the TN Labour Welfare Fund Act, 1972, Section 2(i) defines "unpaid accumulations" as follows: "Unpaid accumulations" means all payments due to the employees but not made to them within a period of three years from the date on which the payment became due, whether before or after the commencement of this Act. This includes wages, bonuses, and gratuity legally payable, but does not include the amount of contribution, if any, paid by an employer to the provident fund established under the Employees Provident Fund Act, 1952.

    Check your state's act. Mostly, the same provisions would be applicable.
