Under FA 1948 Certifying Surgeon is empowered to carry out examination and certification of young persons, persons engaged in dangerous occupations or process etc.
State Government is empowered to appoint qualified medical practitioners as Certifying Surgeon. Qualified medical practitioner means a person holding a qualification granted under Indian Medical Degrees Act, 1916 or Indian Medical Council Act 1933.
According to my knowledge Homeopathic, Ayurvedic and Unani qualification is not granted under the both Acts.
