Domestic enquiry is based on natural justice. Full opportunity should be given to the person facing the enquiry about charges, evidence on which charges are based so that he can put forward his version. Procedural steps may be different in different countries, but if you adhere to principles of natural justice, one cannot go very wrong or deny the other person justice.

Sir, though the domestic inquiry procedure is based on principles of natural justice, in order to conduct the inquiry, the terms and conditions of employment as well as the Conduct Rules adopted by an organization for the purpose of regulating the conduct of their employees are also important. For example, there are Central Civil Services (Conduct) Rules that are applicable to central government employees.

I am doubtful if the domestic inquiry procedure will have any relevance in a given situation unless the initiator of this thread also delves into the issue of which conduct rules are applicable in respect of an employee against whom a domestic inquiry is stipulated. The service conditions and conduct rules themselves will be the basis for the award of punishment against an employee if the charges leveled against him are proved.
