Domestic enquiry is based on natural justice. Full opportunity should be given to the person facing the enquiry about charges, evidence on which charges are based so that he can put forward his version. For example, there are Central Civil Services (Conduct) Rules that are applicable to central government employees.

I am doubtful if the domestic inquiry procedure will have any relevance in a given situation unless the initiator of this thread also delves into the issue of which conduct rules are applicable in respect of an employee against whom a domestic inquiry is stipulated. The service conditions and conduct rules themselves will be the basis for the award of punishment against an employee if the charges leveled against him are proved.
