What is the size of the factory? How many employees? What kind of budget is being planned for welfare? Sustaining additional welfare facilities is equally important. Once you start something, stopping it may be difficult, so keep all aspects in mind. The Factories Act itself spells out some conveniences to be provided - hope those are provided? Making those facilities like a canteen, creche, etc., more attractive and wide-ranging facilities will not alone meet legal compliances but add to welfare.
