Hi!

The government has provided social security coverage to most workers in the organized sector through the Employees Provident Fund Office and the Employees' State Insurance Corporation within the legal framework. However, no such social security cover has been provided to workers in the unorganized sector, who constitute 92% of the total workforce. The concept of the Labour Welfare Fund was therefore developed to extend a measure of social assistance to workers in the unorganized sector. To achieve this, separate legislation has been enacted by Parliament to set up five Welfare Funds to be administered by the Ministry of Labour. These funds aim to provide housing, medical care, educational, and recreational facilities to approximately 49 lakh beedi workers, 73,650 mine workers, and 68,000 cine workers:

1. The Mica Mines Labour Welfare Fund Act, 1946;
2. The Limestone and Dolomite Mines Labour Welfare Fund Act, 1972;
3. The Iron Ore Mines, Manganese Ore Mines, and Chrome Ore Mines Labour Welfare Fund Act, 1976;
4. The Beedi Workers Welfare Fund Act, 1976; and
5. The Cine Workers Welfare Fund Act, 1981.

According to this welfare scheme, the following benefits are provided to employees:
- Financial assistance for education
- Financial assistance for minor diseases like hernia, appendectomy, ulcer, gynecological diseases, and prostate diseases (Scheme introduced on 13-12-2003)
- Financial assistance for the purchase of spectacles (Scheme introduced on 14-09-1984)
- Maternity Benefit Scheme for Female Workers (Scheme introduced in 1988)

Additionally, every State Government has a labor welfare act and board to provide welfare to employees. For example, in Maharashtra, The Bombay Welfare Fund Act 1953 is applicable to establish a fund for welfare and provide benefits to employees.
