Is this query for yourself or someone else? Are you from HR? You have not given complete information like the nature of the industry, number of employees in the company, to whom this HR Officer reports, how many sections are there in the HR department, whether the company has a labor union, etc.

Nevertheless, you may visit the job portals like naukri.com or monsterindia.com. Check the job descriptions for various openings posted for the positions of Assistant Manager HR or HR Officer on these portals. Find out what is currently being done and what scope there is for improvement. You will understand the difference in terms of the necessary changes.

When implementing any change, ensure that the results are measurable. Did the change save any time, money, or resources? This also must be given forethought.

To bring about a change, what matters is the level of empowerment in the company. Simply desiring a change is not sufficient. Your superiors should be supportive too.
