The intent of your message could be guessed while the draft leaves much to be desired. I think what you want to say is about the GAP between the desired level and required level of JOB SKILLS and BEHAVIOURAL SKILLS for any employee.

It is certainly HR department’s responsibility to conduct a Training Need Analysis, find out the areas where Training is to be imparted and make an action plan to execute the same.
