I got offer letter from a Third Party and I was supposed to be deployed in Infosys on 3rd November. I resigned on 31 Oct. On
1st November Third party is saying that joining date has been postponed. They are not ready to pay till I get joining date. Now they have confirmed that position is on hold till December and I should search new job. They will not pay anything as I was on their payroll and never visited the client side. Planning to file complain against them. Please tell me where to file complain?

If it is mentioned in Offer letter that you should report by 3rd November,it means that you need to report at client's location without fail.Otherwise offer shall get invalid.
You can file case only if you are before November 3rd.

Yes the joining date was mentioned in the offer letter as 3 rd November. But I got update from them on 1 November, that date has been postponed, which was a verbal confirmation. So I did not report to the client.

You could have asked them to send everything in written format on Nov 1st itself.And with that copy of written communication you could have filed a case on the same day.
Or at least you should have gone directly to the client's location with the offer letter.
Anyways what ever happened is happened ...
Still you can try in filing a case...
Please talk to the Third party people very politely and then let them start giving promises,record everything in your cell phone.This could be the only witness for you to proceed further.
Then approach the policemen or labor court with the recorded phone conversation as a witness.
