First of all, you need to check whether your company has an internet usage policy. If you have one, you can circulate a warning letter for using job portal sites during work hours. You can directly mention the policy and send out a warning letter for inappropriate internet usage. If you don't have a policy, you will need to create one, circulate it to all employees, and then issue a warning letter to any offenders.

In my company, all social sites, including Facebook, are blocked. Therefore, it would be beneficial to ask your IT person to block all irrelevant websites, which will help on a larger scale.

We have the internet usage policy . I also talk with the it person but till now I want to sent the warning letter in a cool manner. Please provide me some sample warning letter.

A request to choose your words carefully while sending out mailers. A warning letter is a pretty serious matter. What you are intending to send; I think; is a general mailer to notify employees to not use (or to reduce usage of) social/job networking sites.

In that case, get a basic email approved from your manager and send it out.

Hi,

A warning letter is not the exact term you should use here. The letter we send in this situation is a show cause letter. In this letter, you can ask all individuals who are at fault according to you, mentioning their names or sending individual letters. Clearly outline the observed situations from your perspective and request an explanation as to why these incidents occurred during working hours. If they are found to be at fault, you should meet with each of them individually to explain your company's policies.

Additionally, I recommend including a clause related to this issue in your company's rule book, which is shared with employees during their onboarding. By doing so, the next time such an issue arises, you can refer to the specific clause and discuss it with the employees.
