To implement the best performance system, learn the tool Balanced Scorecard. It's easy to set targets and conduct performance reviews. It is a single sheet covering four various aspects where you can fix your Key Result Areas (KRAs).

You will certainly require the help and service of an external consultant to implement this HR initiative. The external consultant will be impartial and neutral in the process and will also train the stakeholders in the implementation process all the way through. In my personal opinion, this cannot be implemented just by looking at a book, like cooking dishes from a recipe book!
