Why do you need money to start a training institute? What kind of setup are you looking at? Is it some sort of coaching institute where you coach people for MBAs, IITs, etc.? If it is not that, then an office is not required. Your own capital in the form of your legs, arms, and most importantly, your head is all that is required.

Go for a franchise. A training center takes time to establish trust, so going with a well-known name would help you generate revenues faster. Also, since most of the practices will already be well developed at the franchisor's end, you won't have to run costly experiments on your own.
By the way, why do you want to start an entrepreneurship training institute? It would be very difficult to make money offering entrepreneurship training. You could choose some other type of training program.
In short, if you want quick returns on capital, a franchise is the better bet.
