My understanding is that for a payroll manager position or payroll executive position, one needs to have a minimum education of:
1. "Commerce" for freshers,
2. "inter CA" for better prospects, and
3. "CA or ICWA" for the best opportunities. If you are a commerce graduate, I suggest you start working with companies and learn your way up.

There are various certificate courses in the market, but I would suggest you learn from experience. There are lots of nitty-gritty details involved in payroll handling. Try working with payroll outsourcing companies (or a CA), from whom you will learn a great deal and gain knowledge of the dynamics of payroll functioning across various business verticals.

You have not mentioned your stream, but if you want to know about Payroll, then you can join an outsourcing company where you can gain a lot of knowledge instead of taking a course, provided you have experience. You can find outsourcing companies on the internet.
