The concerned employee has to look into the circumstances. If everything is okay and the management is not willing to promote/upgrade, then he has to approach the senior management and ask for the reasons. If he is satisfied, okay, or else better to try outside and quit.

Human nature is such that whatever we talk and do, seems right and perfect to us. However, in order to satisfy our boss regarding the quality of work and efforts we put in, he must ultimately recognize our efforts and output. Sometimes, we need to adjust our working style according to our boss, whether we like it or not. If we continue our efforts following our boss's direction without immediate benefits, a day will definitely come for either a promotion or a salary increase, etc.
Changing companies is relatively easy, where one can gain diverse experiences. Instead of changing companies, we should analyze our mindset, work style, and the results we are achieving for the department or company, and make changes where necessary. Only then can we succeed in any company or in any task we undertake.

The onus is on the individual to learn new skills, take courses, show initiative, be flexible, and apply for new jobs within the company. This is what today's world is about - "lifelong learning" - simply adding years doesn't help. The only demand placed on the company is that if you are eligible for a new opening, they should not discriminate against you.
