Think in the following lines:
a. Voluntary participation of employess for social services under the organisation banner
b. Individual employee participation in Development Programs through in and outboung training programs
c. Small activations like - Monthly Birthday Celebration, Annual Sports Day, Annual Picnics, Annual Family Day etc
d. During individual assessment, criterion should linked to employee's prticipation in any such activities

"The topic of study will be “Employee Engagement Practices in a Public and a Private Sector Organization”. It will begin with a review of literature on Employee Engagement, proceeding on to the various existing methods of the same. It will then focus on the different practices of engagement adopted in one Public and one Private sector organization. The study would bring out the differences in their impacts. Finally, it will wind up with conclusions and recommendations regarding improvement of Employee Engagement."

Without knowing your institution's guidelines for your dissertaion and requirements for a synopsis, it is difficult to say whether what you have said will suffice.
If you know the organisations in which you will conduct the study, then clearly name the organisations. Do you know how you will collect the dat, etc.; if so, state that too.

i intend to collect the data from Alstom (pvt) and Durgapur Steel Plant(public sector). as far as the notice in college goes,the requirements are- to prepare a detailed synopsis (statement of expectations and requirements, timeline for completion and a description of what the project outcome would be.
we need to put in the "objective of the study" and specific "goals".

If that is the case, what you gave above is not sufficient. If you have a tutor guide consult him/her. Also, see if you can get hold of what your seniors have submitted for an example.
