Is'nt there a need for a blacklist of employees who have absconded/done unethical practices ?
I have a guy who quit after 4 months and hacked away my client for himself and plans to set up parallel shop...this is highly objectionable

For IT companies, I understand NASSCOM is maintaining a blacklist of employees with unethical practices. You can inform NASSCOM about him if you are sure he is into unethical practices. In addition, if you have a service bond with comprehensive clauses of non disclosure and non competition clause, you can seek damages from civil court also.
