I have resigned from my private limited company, and my resignation has been accepted. They want to relieve me immediately without notice pay. They have blocked my swipe card and my system before my relieving. Can I claim this as mental harassment? If so, how much compensation can I seek, and how long will it take to resolve? Is this a case of labor law?

First of all, please clarify 'WHY' do YOU think your Swipe card & System SHOULDN'T be blocked? Like Shivangi Rajput & Vikrant Singh mentioned, since it's assumed that the two materials BELONG to the company, they are well within their rights to retain them & block them to prevent any misuse.
To go a step further, it does look like your exit from this company IS NOT SMOOTH--given the fact that they want to relieve you immediately. Maybe this is some food for your thought--to introspect your basic attitude/behavioral pattern?
