It depends on the model of your organization. Unless we know about your internal structure, I think it is not fair to suggest to you. As an internal person, you must draft the letter for it. If we know your organization's model, then I am sure we can help you to some extent.

Agree with Dinesh. Citehr can be a good forum to get views and opinions and benefit from the experience of the people here but obviously they wouldn’t be doing letter drafting.
