Secondly, Is contract labour act is also applicable on outsourcing ???? If yes / no please explain???

Basic difference between Contract and Outsourcing Labour are as under:
Contract Labour: when a labour employed directly on contract basis ( job basis / time wise etc. )
Outsourcing: when company makes contract with another company / firm to supply the lobour to comply certain job for certain period.
