Dear Friend,
If the employer is not willing to sign on your PF claim form, even though you can claim it duly signed by furnishing all details along with a copy of your bank account, it is mandatory now to claim PF. Leave blank at the authorized signatory and enclose a covering letter stating, "employer isn't willing to sign on the claim form." Don't take gazetted signatory on your form; it should happen when the establishment is closed.
I hope this information is helpful to you.

Hi,
You can withdraw EPF accumulation without the signature of your employer. Just fill up the form, sign it, and get the counter signature of your bank manager for verification of the signature. Submit it at your RPF office along with a covering letter addressing the Regional Provident Fund Commissioner. In the letter, mention the non-cooperative attitude of your employer.

Friends,
If you want to claim PF, as per provision, you have to take the signature of the employer to claim. If not, fill the form with all details, leaving the employer signature blank. Submit the form along with a covering letter as I mentioned earlier, stating the actual reason, or else it's up to you. Don't forget to take acknowledgment of that covering letter (take two copies for acknowledgment): one to enclose and another for acknowledgment for the member. Then the PF authority will send an inspector to sign the claim form, which is the actual process.
With regards,
Naresh
