Probably at the reception level of the executives in HR or Admin, they can spend at least 1 hour per day to help with these kinds of activities, through outsourced people in the organization. Nowadays, it is very common, like getting a film ticket, birthday bouquet, or organizing a small group party.

What we have to help employees is - we have placed a collection box at the reception, wherein all employees can drop in their bills with cheques. It is cleared once a day, and the office boy, who runs daily outside errands, further goes and gets these deposited. Companies like Hutch also place their own collection boxes in large offices. You can try this out as well.

In general, the policy should be framed keeping in mind the sales, service, and purchase employees. Simultaneously, the employees working in the grade of manager and above in other departments should also be considered. Some ceiling should be fixed for mobile as well as for landline.
