Any establishment wherein a manufacturing activity is carried out comes under the definition of factory. An organisation meant for mining activities are said to carry out mining. Similarly, an establishment which is set up for plantations are plantations. Any establishment which do not come under factories, mines or plantations are deemed to be shops and commercial establishments. In shops and establishments element of production is not present whereas only service is present. Accordingly, we have separate enactments, viz, Factories Act, Mines Act, Plantations Labour Act and (State) Shops and Commercial Establishments Act.

You may go through the definition of 'factory' under the Factories Act, 1948 & for having knowledge of the definition on term Shops & Establishment you may go through the definition of these two terms in the State Shops & Establishment Act.
