There is no issue in sticking the birthday wishes at notice board .Also u can send mail to the employee from HR dept.

The notice board is basically for important notification for all, so birthdays can be put up depending if some may like it or some wont . mail is preferred for birthdays ,.
festivals , holidays or loss of anything , or any new systems that can always be on notices , for all to read and be aware .

The Meaning of notice Board Word is Notice+board. so it is very simple something that we want our (organisation) people "notice" that we can put on notice board, It might include Birthday reminder, wishes, appraisal, or quotas

You can put an A 4 Sheet with a birthday picture in between on the notice board and other employees can write birthday wishes for that person...and next day you can hjand over that sheet to the Birthday Boy/ girl.
