An experience letter/certificate - is usually given by the HR department of your Organization stating about your tenure and responsibilities with your particular Organization. This is given during your exit / resignation, along with relieving letter - or is included as a part of the relieving letter.
The same has to be attested by the signing authority. We cannot do it for ourself.
So, preparing an experience letter by self - is not correct. Please go through the usual procedure.

- jokes apart: YES, its illegal to prepare ones own experience certificate/letter, that is called forging. Why cant he get it from his previous HR? If there is a problem - then mention that. Seniors will advise on how to get the experience letter through proper routes.

Yes Ilyas. I agree What Kavitha's thought is right. Someone from Dell comes to know in this regard and The person has a exact proof that this account is yours, then there may be some scenarios to send you out from your arganisation.
