A project on Training & Development can be dont on the following topics
1. Effectiveness of Trainng
Objective: a)to know if the training need is fulfilled or not
b)If Training is alien with the business/ departmental goal
c) Measuring ROI of Training
2. Trend of Training in Officer/ manager level in industry
Objective: a) to see the type of training taken by this level
b) classroom training Vs. Online trainng
c) measuring the effectiveness of classroom trainign & online training
d) ROI of classroom & online training
e) predict future trend of training in that level

To start of you would need to find an Organization which needs assistance in a particular vertical within HR. If you are looking to do a Project in Training and Development, look for organizations which have the genuine need for the same.
My experience in a Engineering and Construction major was immensly fulfilling since I got to do live work. And that reflects on your project.
Besides that I think Anupam has given a lot of options in terms of chosing topics.
