You could state you hypotheses as
1. either that the people (who you surveyed) prefered public sector employment or that they had no preference.
2. the people (who you surveyed) in the PS were more satisfied with the compensation than those from the private sector.
You could use statistical tests to check your hypotheses. Please search CiteHr and see my posts.
