Standing Orders itself is a document. It is drafted based on the company policies with regard to all matters connected with employment, like clarification of employees, their working hours, salary payment day and method of payment, holidays and leaves, how to apply for each type of leave, retirement age, resignation procedures, how to what all would constitute acts of misconducts, what all are the procedures to be followed to take disciplinary action, what punishment shall be awarded to a particular misconduct etc. It will cover the entire HR policies and procedures and is like an employee handbook. But it will gain a statutory status once it is certified by the competent authority. The Officer not below the rank of Dy Labour Commissioner is competent authority to certify standing orders. A draft of standing orders should be vetted and agreed by the Union of workers or if there is no such Union, by the selected representatives of the workers employed.
