You need to follow leave rules stipulated under respective Act under which your Organization is governed. Company turn over is nothing to do with leave Policy. For example if your Organization come under the purview of Shops and Establishment Act then you need to follow leave rules as per Gujarat Shops and Establishment Act.

You appear to be a mid-sized company, and must have been in existence for some time. There would have been some leave rule in existence.
