Dear you are correct, but for any big organisation who has got presence across all over india it is difficult to follow the rates of each and every state. So they follow the rates of Delhi which is always on a higher side compared to other states.

It's rare to see someone willing to pay higher than they need to.
My experiance has been that they will try and squeeze everyone down to minimum applicable to the location. If they do pay higher, it's always appreciated :)
