The definition of workmen in nutshell, not depends upon his designation. This is depends upon what duty he is performing. Considering you have to see whether supervisor is doing supervisory or workmen function!. If a person is doing supervisory function, like signing leave card, work allocatio, Managing shift etc. he can't join the union.

Thanks for your reply, we have two supervisors, 01 is Supervisor Civil & mechanical single person in civil department ; second Supervisor in managing and controlling Gantries manpower and planning.
