Is it about change of employee on rolls, or change of company address,appreciation for performance etc?

Most of the P F Inspectors demand Balance sheet of employers besides statutory registers at the time of inspection by P F authorities. They are calculated 30 % of PF contribution based on the expenditure on salary shown in balance sheet. Under which rule and under what authority PF inspector can demand balance sheet ?
PF inspectors should only ask for muster roll, register of wages, pf challans, ECR only. It is not a way of arm twisting of employers?
