I would like to mail a Warning letter to employee for not sending their Work report regularly.

The tone of the warning letter has to be admonitory. A "warning letter" sans admonishment will not be a "warning letter' at all.
We the members of this forum are outsiders and we do not know exactly what has happened in your company. We do not know who failed to send the report, what was the frequency of the report, to whom it was to be sent, on how many occasions there was lateness in reporting, on how many occasions the report was not sent at all and how the non-submission of the report has constrained the senior authorities.
Against this backdrop, I recommend you prepare a draft of the warning letter and upload on this forum. Some senior members like me will correct it. While drafting, please include cautionary advice or expression of unpleasantness arising out of the failure in sending a timely report.
