Labour department also (O/o the Commissioner of Labour) vide its letter dated 13.10.11 has advised employers to delcare mandatory holiday on 17th or 19th Oct. Regards Sathya

You are right that their is no mention of private organisation's to be closed other than govt.
In my company, have already taken a call on this and we have declared holiday for our Chennai branch only for 17th Oct'2011.
