HI Hyder,
It seems your organsation is also new.
Policies are basically written processes to avoid any ambguity in the organisation so it may be many as per the need of the organisation.
to go for this you need to closely observe your present processes and and also identify where most of the conflicts you are finding then you can frame all these points and discuss with the concerned (to know if there are any legality involved or suiting to particular your company) with your ideas on it. After this you propose this to your TOP Management for approval and circulate to all your employees.
as as start up you may work on
Induction
Leave Policy
Reimbursement(Travel,Medical etc)
Bonus/Exgratia
Exit
Any special ocassion (Birthdays, Long service, performance etc)
YOU CAN USE THE FOLLOWING FRAME FOR THE SAME
Objective
Effective date
Coverage of the policy (if for some set of employees)
Process
Amendment( with a clause the policy can be amended from time to time)
GO on and hope for the best

Dear Hyder,
I think i my reply is too late, may b by the time u must have done all basic work. anyways, as someone has replied process and policies are just to make an standard and it can not be made up in a days time. A simple way would be ( if at all your company's budget allows) hire a consultant who can do this for you because if you will engage your self completely into this your ruteen operation would suffer, and todays time there are so many good consultants who will make complete policy as per your need and if needed, can help you in implementing them. Same ways initially to avoid legal hassles you can a hire a legal guy who can do set up for you , if not full time may b for a short & fix term.He will help you in getting all the legal things done and once you feel that now you can run the show, you can always terminate the contract.
All the Best.

Hi Hyder,
It may not be feasible just to paste all the HR policies that are followed in other retails companies. Pls find the attached file. It may help you to some extent in figuring out things atleast.
