Since the outbreak of the COVID-19 has been brought under the purview of the National Disaster Management Act, 2005 by the GOI and the various State Govts have already issued guidelines to all the employers, it is clear that the loss of earnings to the employees caused by the lock down should be treated as holidays with wages. This equally applies to contract labor also. Here, it is immaterial who pays wages for such deemed holiday period. Deep down, the ultimate beneficiary of this indirect form of labor i.e., contract labor is the Principal Employer.

Therefore, the PE should pay the wages for the period of lockdown due to his contract labor/security guards. Of course, the difficulties arising out of economic slow down resulting in financial crunch likely to be experienced by small and medium scale industries, slow rate of recovery anticipated during the couple of quarters following the effective control and elimination of the world wide epidemics and the like cannot be simply brushed aside. But the need of the hour is humane consideration of the wage earners.

Surely, the Employers have to show super sensitivity to the predicament of daily wage earners and employees at large by paying them wages/salaries during this forced shutdown. Their good gesture will go long way in strengthening strong mutual bond.
At the same time , when the dust settles down and going becomes normal, ( hope, it will) it will be employees' turn to walk extra mile and reciprocate by putting in extra efforts in making up losses in terms of sales, production and finances caused by this unprecedented pandemic which nobody asked for.
Sacrifice by both sides for mutual interests will be the need of the hour.
