Dear All, I am newly joined in a company as an HR and this is my first company. My company has employee strength of 100. It has offices pan India. I m in HO where 15 employees are there. Here there is no process.branch offices send their attendance daily basis in excel sheet but i cant cross check it whether it is genuine or not.and i m the first HR here. In terms of policies they have travel, local conveyance, leave and phone connection policy. What i am doing here is just doing recruitments, prepare salary sheet, attendance management, leave management, birthday celebration. Issuing offer and appointment letters, i also don't discuss any issue with director as i think i will be doing backbiting of employees but he expect that i should discuss everything with him. Here appraisal is happening only for selected persons but most of the employees are waiting for their appraisal from two years.
HR GURUS MY QUESTION IS WHAT ALL ACTIVITIES CAN I DO HERE. Employees think that as an HR i m not fulfilling my duties. Here we also don't have any employee benefit program as company does not want to incur any extra cost.

As you are new to this company, you have to observe things first. Take note of every activity, suspicious things, hard working staffs, list of staff's spending extra time in office, branch activities, etc., Try to build a good rapport with the branch office guys to get background data. You may need to do all these activities for 1st 3 months.
Then plan for personnel meet with employees and listen to their concerns. Listen to everyone, from housekeeping / office boy to management level. Don't present / push your opinions or ideas immediately. It may or may not suits the new company.
You will get clear action plan on how and where to start with, by collecting the above data.

He / she will definitely guide you the present situation and procedure & reaction of Management and Employees. You should write down the area points of "scope of improvement" . Then those points you should discuss with your director. You can arrange job oriented trainings to employees ,ultimately productivity of company will increase. You can Introduce Canteen, Gym or Mini Library to raise the employees Morale. Of course it is depending upon budget of company. Then you can Implement Biometric System for Time (Attendance Management) for better authentication which can be linked with Payroll system. You can arrange cultural events like Dusshera. Office Picnic etc. Be Patient.Relax.

If your Branch office don't have electronic attendance system than its not feasible to crosscheck the same. Make sure you mail to boss & copy the concern persons of Branch office stating that, as you are getting Attendance in excel sheet & there is no other way to check the authenticity of that hence you are considering their sent attendance as Final, also suggest the management in the same mail to install Bio metric attendance system to avoid any future discrepancy. Talk to your boss regarding the Appraisal & its adverse effect in the organization for those employees who are not getting their Appraisal. Being an HR person you should inform all key points to your boss, its not backbiting you are doing your job. Try to setup an Account department which will help to further streamline the process.

Regarding backbiting, It is actually HR's job to keep company & its human assets safe from any untoward situation or malicious people. So don't consider it as backbiting, But it is actually your job. It is same case with Police, criminal's don't like law & order. HR's are policemen of the company.
Regarding attendance cross check, ask the concern to get it signed from the Office Head (PAN India office) & then send it to you. This is how, there will be a level of vigilance.
Further, you can have ERP system to personally monitor it. All the best !
