I would like to know if the Employer is issuing Notice for 1 month, and during Notice period if the employer closes office for 3 days every week (4 days working 3 days off every week) whether the salary will be deducted or i get full month salary?

The one month's notice mentioned in the post is the notice of termination issued by the employer. Of course, by customary practice no employer would allow the employee serving the notice period even to avail any leave. But if the employer himself changes the weekly work pattern according to his own convenience, the employee is entitled to full wages or salary as if he had worked throughout the wage period. No salary can be deducted for the holidays.

The employer changes the weekly working days pattern on his own will an volition and hence he deny the employees full wages if one has attended all the working days in a month ( @ 4 working days per month)
The employer has issued one month notice to an employee a s a prelude to termination of your service presumably as per employment contract .
In any case the employer is bound to pay one month's full salary/wages to you
