dear all,
I am working in a construction company in safety department.As we know that use of PPE's are mandatory on construction site, but our management is not providing the PPE's as par requirement & on time.One more thing that whatever PPE's were provided, our senior site staff do not use them. Many times I tried to convinced them but no positive result. Kindly suggest me what should I do for proper implementation of use of PPE's.

Dear Rizwan,
PPE's is basic things for any construction activities. What ever you mentioned that your senior peoples are not using or wearing PPE's at construction site, this shows that in your organization safety department is not strong or safety awarness is very less. But it's my suggesstion you have to arrange safety meetings or participate in safety meetings and educate all of them. You have to try again and again. And if possible any HSE manager in your organization you have to convince him to help you to relove this problem.
I hope you will understand.
Don't frustrate. I am in construction industry since last seven years, I had already faced these types of problems. But never put your hands and built a good and safe construction site for all peoples.

What is the contractual agreement with the sub-contractor who are those not provided with PPE?
For some sub-contractors the PPEs will be issued on Chargeable basis because their rates might have been fixed after taking the PPEs, tools & tackles into account. For them the Management will not consider to issue and it will give instruction to the subcontractor to procure on their own and issue to their workmen.
In case of workmen you can insist for PPEs. But in case of Senior Site Staff, as they are highly qualified and they can easily understand the risk involved and chances for fall of material, nail prick, fall from height and other risks, they will have to understand and implement themselves on their own.
You can inform the list of staff not using the PPEs and the occasions in the Monthly HSE Meeting at Site, which will give some impact on their thinking and implementation.

90% of the Indian contracting companies just do the lip service on safety implementation. But the reality is quite opposite and it is a fait accompli. Even for PPEs, they go for sub-standard items. We hardly spend less than 1% of project cost on HSE whereas our counter parts in the western world spend more than 5% on HSE, Loss prevention & Hazop.
We need to inculcate their work culture into ours way of safe working, we have a long way to go on this count.

First of all warm welcome to the Health, Safety & Environment forum in citehr.com... Hope you will surely get benefited from this forum if you take this seriously... We are supported with many seniors safety professionals who are ready to help... You are absolutely at right place, do take the benefit of it....
Let me share my views on your concern... Safety System Implementation is a very tough task... It needs a demonstrated commitment from the top Management... Unless and until your top management wishes to implement things, you can't do anything at your end...
So please let me know one thing first before further proceeding...
Are you getting support from your top boss, may be Unit Head or Project Head or Project Manager?

Dear Rizwan
I am giving you one simple suggesstion if your project manager is not listening your points, then you have to convey your message to your Safety Department head as well as management peoples. If they didn't take any action. It means your entire organzation is not interested to implement the safety at project or plant.
Safety is no formality, it is Priority. Make Safety a Habit.

Dear Rizwan

Here in your case, I feel that your management not supporting to adopt safety systems... They are not taking or seeing it as a priority or need as like production, quality, cost, etc... They are just behind of very negotiative initial expenses of adopting safety systems...

However as they appointed you as a Safety Professional, the company may get any force from any corner to improve upon safety... May be from the client under which you are working... Here in your case, your management is not wish to improve safety systems... So it's in vain to suggest them anything... You just contact your Safety Head of the Client... Tell him all the situation... if you getting support from him, surely things will improve in the coming future...

This is only what my feeling...

Hope to get more ideas from other senior members...

What a helpless safety pro in India as on today can do against such a situation where management not supporting him???
