It is the recession time and I am seeing a few companies removing the entire HR department. Hence, want to know how HR professionals view their roles in companies.

for an orgnisation every wing is important to grow positively in all directions and cost effectively.
As long as the number is small (less than 100) and the manager is confident of doing the recruitment, managing employee in every respect on the floor, communicating and handling the greviences, there is no need of HR.
To handle larger number of employees definetly HR intervention is a must between corp management for shop floor management, in and out side communications, welfare, motivation , retention, recruitment to promote acheive positive results in the organisation.

Dear Friends,
Let us look at the subject in two ways.
First, As far as HR department & functionary is concerned it starts from the very conceptual stage of the company & continues till its liquidation or closure. The works done to register the company, recruitment, training & so on till end are all HR jobs.
Second, it now depends on the owner/top management to do the job themselves, employ other personnel separately for the task or give a secondary task to any existing department/personnel. This will all depend on the quantity of work, availability of professionals & company's ability & will to bear that expenditure.
It is an interesting topic though.

u can do away with cooks but can u do away with cooking
whether ur HR load is shared between two people of two different departments like admin, PR or u have an indep hr the hr work will have to be done by some one. mother cooks or daughter cooks some one has to cook . if u really want to have an efficient system u must have a hr guy if u have a strength of more than 20. it is worth the money spent . if u can manage part time staff , no problems but competent hr guy capable of handling all aspects of hr is imperative for an organisation . it will be a long term asset. in terms of pf, tds, promotion , increments , discipline , retirement etc etc.
hr is not an add on . it is a fundamental need.

Dr. Ram,
I am talking about HR Department and not HR as a function. True, someone has to cook, but do you always need to engage a cook?
With the attrition phenomenon, it is really a delicate balance to identify when and how the HR department becomes an asset. As a Prof of HR, you might be able to share more on the business and quantifyable economic logic behind that statement / post. I would appreciate if you share your views on the principles of organizational design as applied to the need for a HR department (not function).

Very true... if you answer the question: WHEN NOT TO HAVE A HR DEPARTMENT?... I guess you will also answer when to have one.
It is interesting and important to understand this, especially in the phases of recession.

Let us remain objective while answering the question. The concept is neither old nor a myth... Its prevalant in many medium scale enterprises in India and is pertinent due to the pressures of the business cycle.

Why so much debate on this issue? Every business establishment needs HR Department or HR Consultant. In order to cultivate right culture in the organization one can establish HR Dept irrespective of the number of employees employed in the establishment. Small organizations having workforce less than 50 may not afford to have fully equipped HR department but they can take hel of HR Consultant having varied experience in all functions of HR
