For a general query like this I suggest that we should search the web and then based on an insight to the topic raise specific questions (for example, how to ensure that workers learn safety procedures??). Just a search of the web led me to What is the difference between training/learning & development <link updated to site home> ( Search On Cite | Search On Google ) where a good discussion has taken place.
