Why are you thinking to send this return in such a manner. Take the help of your clerical staff or HR department of your Principal employer to fill this return. If this is sent incorrectly then the office of Licensing Officer may ask you to send it correctly.

Dear Santosh,
At sr No 3 we are to write down the name of the establishment for which you are doing contract work i.e. principal employer's unit.
At sr No. 7(iii) you are to write down the rest interval given to the worker per day( in hours) while weekly spread over is to be calculated by actual working hours plus rest period per day multiply by the no of working days of the week.

What do you mean by principal engineer ? It seems that you are putting this query in relation to Principal Employer under CL(R&A) Act, 1970. Yes, PE is also required to display notices under this Act as provided by the applicable Rules.
