Hi Rudra,
As per PF Act, if a new joinee is drawing Basic salary ( BASIC + DA) more than 6500/- per month then if he wants he can not opt for the PF. In this case he has to fill FORM 11.
In this Form he has to fill ONLY his name and his Father's Name. Then put tick mark on option " e" and sign the form.
This form you have to keep in the record for future PF inspection.
If the Basic Salary ( Basic + DA ) is less than RS 6500/- per month then he has to be member of the PF and deduction should be there.
For becoming the PF member the person has to fill the Form 2 (Declaration Form)
Once the person become the member he cann't stop the PF deduction. Similarly, if he is not become the PF member, in between he cann't opt for the PF.
Hope I have clarified your query.
