Dear Sheikh
As explained by Mr. K.S. Yadav, Normally the Labour Welfare fund must be deducted from employee as well as from employer. But in practical if you cut Rs.3 from any employee you will have to waste the time worth of Rs.3000/- to explain why such cut is made. Further maintaining the record for every month is also tedious.
That is the reason the entire amount Rs.9 is paid directly by employer.
While remitting you might be filled a form i.e., Form F - Labour Welfare Fund. In that form the columns are very clear that employee contribution (No of employees X 3) and in employer contribution (No of employee X 6) and total amount for which draft has been attached.
Now, I hope that Mr. Subbu also got clear his doubt.
With warm regards

In Andhra Pradesh I paid Rs. 2/-as employee contribution and Rs. 5/- as employer contribution, Altogether Rs.7/- per workmen alongwith Form F and list of workmen.
In addition to this BOCW Welfare Cess 1% is to be paid from the Contract Value of work done or Work done during the year.
With warm regards
