As per my understanding even though if it's a project stage a safety officer is suppose to do the mentioned duties only... but in most of the indian companies safety officers are just like security gaurds and roaming the project sites every time, and even the management expectaion from them also this... It's because of the lack of clarity on the roles & responsibilities to both the management as well as to the safety professionals... Safety professional will be like a facilitator and the prime responsibility of safety is laying with the one who executing the job...
Simply all over the concept that "Safety is a line management resposibility" to be strengthened and to be make it concrete...
