Dear all,
As per my knowledge, only few holidays are compulsory i.e. 26th Jan, 15th Aug, 2 Oct and one statehood day remaining holidays are decided keeping in view of the local festivals according to the majority of employees then weather it may be Diwali, Dussehra, Eed or Ganesh Mahotsava to fulfill the requirements of minimum holidays to be given according to the provisions.

Dear Rajat,
Only three holidays - 26th Jan, 15th Aug and 2nd Oct are National holidays which have to be given to employees with pay without fail. Apart from these, 05 (five) more paid holidays are allowed to employees depending upon the region/state and local customs. A exhaustive list can be obtained state-wise on Wikipedia.
