I am working in a firm, have one Head Office at Malappuram, Kerala and Branch at Ernakulam, Kerala
HO and Branch consists of total 9 and 8 employees respectively. ESI or PF is Applicable on our firm. We are doing separate accounting and payroll processing at HO & Branch
Also we have plan in next financial year onwards to increase the number of employees at Head office to 14 Nos. At the time we need to pay ESI contribution? Also PF will be applicable or not?
How the number of employees in ESI and PF considered is it premises wise or as a whole one firm?

all units has to be coveredm and for ESIC purpose sub codes should be taken, for all units under a single PAN
EPF can be paid in consolidated challan if payroll is maintained at HO, or each payroll wise sub codes have to be taken

You are disclosing that ESI and EPF is already applicable on the firm and at the same time raising questions like your firm is still uncovered. Isn't a bit confusing?
Anyway, if your firm is already covered then increase in number of persons have no effect at all as you can comply either jointly with HO or can arrange separate sub codes which can be obtained online.
If your firm is still not making compliance, means uncovered, then please note that the number of persons employed at HO and at Branches are merged.
